I will call it "Mini PC" (hold pinky to mouth)
The New York Times has an article (free registration required) about Kevin Rose of the TV show "Screen Savers" taking the Mac guts out of a Mac Mini and replacing them with the guts of a MS Windows PC.
It's a shame they still didn't deal with the lack of front panel USB ports.
